Panel 1- Stan: " He ( Sir Francis ) built a fence in the middle of the road but pedestrians climb over it.."
Panel 2- Sir Francis: " That's why I made the fence higher so they won't be able to climb over it.."
                       Stan: " Of course, Sir Francis.."
Panel 3- Stan: " .. but they dug a tunnel under it.."
