NOTE:
The constitution prohibits a second six year term for the President but some quarters want a second term for
President Aquino because the list of so called Presidentiables are traditional politicians and might not continue President Aquino's programs after he steps down on 2016

Panel 1- Chinese fishing vessels usually come and go and fish on Philippine waters

NOTE: China is flexing its muscle in the South China Sea claiming it as its own. They come and fish inside the West Philippine Sea without fear because they know the Philippines has no powerful navy to challenge them. They are also claiming islands and islets within the Philippine territory and constructing buildings claiming they own them and the Philippines can't stop them.
We already filed a complaint at the UN and the US assured us of support and plans to transfer 60% of its fleet to Southeast Asia to contain China's bullying of Asean countries
