Panel 1- Raphael: " I thought it's against the law for politicians to make Epal,,"
               Stanley: " It is.."
Panel 2- Raphael: " Then how come in one graduation exercise, the medals given to
                              the kids have the face of the Vice Governor?"
Panel 3-  Stanley: " Raphael, it's against the law to do an Epal but there is no law
                              against being creative.."
Note: Epal is someone who will do anything just to be recognized
